Personality
The Stratagist seems to be the only one of the other three colored Daleks (not including the Supreme Dalek) that speaks, and appears to always stay close to the Supreme. This is proven several times in the episode. First it comes out next to the Supreme. Second it stands next to the Supreme while saying "Shields intact. Pulse still active" Then it appears on the TARDIS screen standing close by the Supreme while the Supreme reveals about Bracewell being a bomb. It could be that the Blue Dalek is a very eager creature, if not loyal. It's voice appears to be somewhat higher and it speaks very quickly (alot like Dalek Jast in the Cult of Skaro).

The Strategist Dalek was one of the ranks of Dalek which emerged from the Progenitor in 1941.

History

The original Strategist, along with the other original four, the Supreme, Eternal, Drone and Scientist, was created by the Progenitor when the old Daleks tricked the Eleventh Doctor. The first Strategist Dalek destroyed an "Ironside" Dalek and the leader gold Dalek. It worked most of the machinery inside the Dalek ship and escaped through the Time corridor with the others when their plans to destroy Earth failed. (TV: Victory of the Daleks)

Later, a number of Strategists would be seen in the Supreme Council Chamber on a restored Kaalann, alongside the new Dalek Emperor, who was also coloured blue. (GAME: City of the Daleks)

They may have acted as the Emperor's Personal Guard or members of the Dalek Council.

A Strategist Dalek, referred to as a Chief Strategist, was in command of the platoon that attacked Station 7, with several other Strategists, Scientists and Drones under its leadership. (COMIC: The Only Good Dalek) When the Daleks reintroduced the bronze casing for standard Dalek foot soldiers, a black Dalek took up a similar role. (COMIC: The Dalek Project)

Several Strategists were present in the Dalek Emperor's flagship when the Daleks invaded Earth with a piece of the Eternity Clock in 2106. River Song was chased by one of the Strategists in a devastated London as she traversed a ruined building. (GAME: The Eternity Clock)
