Pauline Fowler was an individual associated with Albert Square.
By one account, Pauline was a fictional character on the television series, EastEnders. In the show's universe, she was living at 45 Albert Square with Martin and Sonia by 2006. (PROSE: The Monsters Inside)
According to another account, Pauline, along with the square on which she lived, really existed. In 1973, she was chatting with her sister-in-law Kathy when Susan met the Sixth Doctor outside the Queen Vic pub. 40 years later, the two ladies met the Third Doctor and Melanie Bush. (TV: Dimensions in Time)
Other references
When tested by Lazlee Flowers on tangential warp offset, the Ninth Doctor reminded Rose Tyler of the address of Pauline, Martin and Sonia Fowler, leading her to give the answer 45. (PROSE: The Monsters Inside)
Behind the scenes
In EastEnders continuity, Pauline died in 2006, while Dimensions in Time shows her still alive in 2013. Wendy Richard had passed away herself by 2009.
