After landing on a planet where human colonists had settled in a fictional recreation of an English village during the Second World War to live in peace away from Earth, the Master took control of the environment to subject it to an experiment by organising a home guard and arming the original population of the planet to entice a conflict and demonstrate that an outgunned and outnumbered group of people could resist against a much greater enemy when properly motivated.
When the Second Doctor arrived with Polly Wright, Ben Jackson and Jamie McCrimmon, the Master hypnotised them into joining his experiment: the Doctor became the head of the home guard, Polly and Jamie thought they were married, and Ben was made a sailor coming back from the war. The Doctor, however, immersed himself too deep in the role and started to make contact with the aliens to reach a peaceful solution. The Master tried to stop him by having his companions turn against him, but he was unable to do so because, as a consequence of the Doctor's actions, the aliens attacked earlier than he anticipated.
In the ensuing battle, the Master escaped in his TARDIS, with the intent of returning to look on the results of the conflict. However, when he returned, the Doctor had already set a trap for him after persuading the fighters into a peace. The Master was captured and put on trial for illegal use of mind control, while his TARDIS was confiscated. (AUDIO: The Home Guard)
On Segonax, the Master met the Gods of Ragnarok and became their ally. With the help of a pendant they gave him, he was able to use their psychic energy to contact Kingpin, a street artist, on another planet, Zamyatin, and used the energy created by his free spirit to cause a psychic storm, which caused a revolution on Zamyatin. He then persuaded Kingpin to organise a collective of various artists and bring them to Segonax to become what would later be known as the Psychic Circus; in reality, the Master and the Gods wanted to feed on the feelings of joy and excitement the artists brought to their audience. The Master then persuaded the Chief Clown to organise a talent contest so that new energy could be acquired, and also had him reprogram one of the robots built by Bellboy, another member of the Circus, so that he would kill whoever tried to leave. When Kingpin managed to contact the Seventh Doctor for help via a junkmail robot, the Master used his abilities to stop the Doctor from reaching the Circus, first creating an illusion of him first landing on Zamyatin, and then coming back to Paradise Towers. Here the Master trapped the Doctor and left him to entertain the Gods while he warned the Circus' artists of his arrival. The two of them confronted each other on a psychic plane when the Doctor eventually came to the Circus: here the Doctor told the Master that the Gods were only using him, and exploited the Gods' curiosity to gather time to steal the pendant from the Master, give him to Kingpin and send him to the well behind the Circus' tent. Kingpin then used the pendant to free the Circus from the Master and the Gods' influence. The Doctor then left, leaving the Master at the mercy of the Gods.
