Sniper! was the second cover story printed in Action 21 to contain elements from the Doctor Who universe. Framed as the front page of an in-universe periodical, it was a crossover with Fireball XL5 and Stingray.

- Bandranaik Plaza is a reference to Nikita Bandranaik who was the World President in the original TV Century 21 version of Assassination!.
