Samuel Shore
Commander Sam Shore was the Chief and Commanding Officer of Marineville. It was from there that he also served as the head of the World Aquanaut Security Patrol, the first section of the World Security Council. (PROSE: This is 2065)

His daughter, Atlanta Shore, was born circa 2042. By 2065, Atlanta had worked alongside her father in Marineville's Tower as assistant controller for several years. (PROSE: Atlanta Kidnapped!)
After the S.A.3. went missing in January 2065, a "grim-faced" Shore told reporters that it was the third aircraft carrier to have vanished within a month. This news was printed on the front page of TV Century 21 on 30 January. (PROSE: Stingray Attacked!) He later placed Marineville on Orange Standby, citing concern for the safety of Stingray and telling a reporter for TV21 "Stingray is finished, we've got to be prepared for anything". As the crisis continued, it was reported that Shore was ready to launch Hydromic Missiles unless there was further news was received from Stingray within two hours. (COMIC: Genesis of Evil) By 13 February, as reported on TV21's front page, the situation had escalated again when Battle Stations was sounded as a result of an attack on Stingray by a Titan Terror Fish. A special correspondent reported that Shore and his men could do nothing but "wait for the attack they feel sure is coming" as the minutes passed without contact with Stingray being re-established. Later, after Titan's "war with a vengeance" had officially begun heralded by the bombardment of Marineville with rockets from their own (Titan-controlled) aircraft carriers, TV21's correspondent updated readers on 20 February's front page from an underground shelter sixty feet below ground. They stated Commander Shore was deciding his next course of action, while Marineville High Command was left "reeling". (PROSE: Titan Declares War!) Strike Aircraft were still pummelling Marineville by the time TV21 went to press for their 6 March edition, though the situation had stabilised enough for Shore to give an interview to the special correspondent. He explained there was no doubt the pilots at the controls of the aircraft were his own men but that he had no choice to retaliate despite the involuntary nature of their participation in the attack. He went on to say to he would be able to belay defensive measures for two hours in case Stingray could resolve the crisis, though he admitted such a thing was unlikely given that Troy Tempest and his crew were almost certainly in deadly peril themselves. Shore concluded by confidently stating "There is no panic here" and he promised "calculated destruction of the aircraft" would commence in two hours' time. (PROSE: Marineville Waits!)
Commander Shore endorsed Phones Sheridan when he sent word from Stingray to Marineville informing them that he was about to engage a Titan Terror Fish in combat. (COMIC: Duel of the Daleks)
In July 2065, in reference to the ongoing investigation at Tracking Station 17, Senator Jack Marasel of France accused "Shore and his boys" of "gaily galavanting around some island looking for ghosts". Senator Adrinnikof of Russia defended Stingray but the debate was ultimately adjourned until the next day. (PROSE: Civil War) When Troy Tempest went missing after investigating a ghostly galleon which had been sighted nearby the station, Commander Shore and Phones were said to be taking action. In December 2065, Shore ordered Stingray to the polar region of Earth after a "mysterious and dramatic" rise in the temperature of the ice caps caused extensive melting of ice and a three foot rise in the level of the Atlantic and Pacific Oceans, which led to widespread flooding in the northern hemisphere. (PROSE: World Weather Chaos!)
In July 2066, Shore was in personal command of Stingray while Troy and Phones inflitrated the pirate organisation attacking shipping in the South China Sea. Shore made sweeping radio searches in an attempt to re-establish contact with Tempest after a "feeble" signal from him was briefly picked up and promptly vanished, despite Shore's efforts to increase the reception power. With rumours of the duo's capture rife, Shore continued to comb every inch of the area, desperately awaiting a signal that would give cause to send the submarine to investigate. In September 2066, reports came in hourly to Marineville from Shore, who was directing operations at the Amadan Lake in South America, the scene of a recent monorail sabotage. He said that there was still no trace of Stingray, which had dived to investigate the possibility of a hostile underwater race. (PROSE: Operation Sunburst Begins!)
