On 6 March 2006, it was visible when the Ninth Doctor took Rose Tyler arrived back in the Powell Estate after their accidental twelve-month absence. (TV: Aliens of London [+]Loading...["Aliens of London (TV story)"]) It was still present when the Doctor and Rose left again, leaving Mickey Smith and Jackie Tyler behind. (TV: World War Three [+]Loading...["World War Three (TV story)"])

Later in 2006, when the Doctor took Rose back to the Powell Estate, as she exited the TARDIS onto the courtyard of the estate, she saw the library and the youth club to her side. (PROSE: Winner Takes All [+]Loading...{"page":"13","chaptnum":"1","1":"Winner Takes All (novel)"})

Though it's possible that a real world location doesn't exist in the same geographic space in the Doctor Who universe, such cases are few and far between. Thus, the map to the right is probably a good indicator of the DWU location of Powell Estate Library.
