Whiteys were humanoid people possibly native to New Earth. But they were seen in 21st century Zog.
Biology
Whiteys were similar to Humans, but their skin was very pale and they had a bald head. They may have been related to the Red People who were also found on Zog and New Earth. (DW: New Earth, Gridlock, The End of Time)

A Whitey along with a Red Person attended the Zagizalgul bar some time after March 2010 where Captain Jack Harkness was drinking. (DW: The End of Time)
In 5,000,000,023 a Whitey was admitted to New New York Hospital. He was cured and befriended the Doctor. (DW: New Earth)
Another was driving on the Motorway in 5,000,000,053 and was suprised when the Doctor leaped through his car and out again. He was later suprised when the Motorway opened. (DW: Gridlock)
