Second Minister of Chance

In a new incarnation, the Minister continued to act as the Minister of Chance like his predecessor. Despite no longer having access to his ship, he carried on travelling in the universe using the formula for doors.

Biography

This Minister remained marked (PROSE: The Minister of Chance) by the punishment incurred by the First Minister of Chance for misusing his power as a Time Lord, which drove the Seventh Doctor to "revoke" his TARDIS. These events occurred in a reality where the Seventh Doctor became the last of the Time Lords and seemingly sacrificed himself fighting Tannis, (WC: Death Comes to Time) which one account suggested was a parallel universe distinct from the world of the Eighth Doctor who encountered the Divergent Universe, (AUDIO: Zagreus) although another account acknowledged the Canisian invasion as an event in the Eighth Doctor's past. In his new body, the Minister met Kitty in Tantillion and travelled with her as he fought another corrupt surviving member of his own kind, Rathen. (PROSE: The Minister of Chance)

Early promotional material for The Minister of Chance described the Minister as being "now in his second regeneration".^[1]
