Lady Livia Caralis of the House of Brightshore or Livia Caralis was a high ranking Time Lord. She heard from Plutus that there was a plot against Gallifrey. Romana appointed her as her successor. She thought that there was something up in having her appointed as president. She found Irving Braxiatel's career quite colourful, being a chancellor, vice-president and President of Gallifrey. She wanted him to because her liaison with the Celestial Intervention Agency.[statement unclear] After an attack on the Capitol she announce and alliance with the Warpwrights of Phaidon.
