Rogues Gallery was the final ever Dateline 2089 short story and, by extension, the last new story printed in Action 21 that contained elements from the Doctor Who universe.

- Captain Black was born Conrad Turner in Denver in the United States of America on 31 October 2049.
- As a pilot in the World Space Patrol, Black flew the first XL craft and studied Astran culture extensively.
- Black went on a Mercury survey mission in 2081 while attached to the Solar System Exploration Centre.
- Black was recruited to Spectrum in 2086 as its first field agent.
- Titan is 230 Marine Years old and is the last survivor of an undersea race wiped out by chemical waste dumped from ships in the 20th century.
- Titan used his scientific prowess to gain control of the Aquaphibians. His Terror Fish made the first of many attacks against the surface world in 2087.
- SOFRAM flourished in the early 21st century but were crushed once and for all by the Universal Secret Service in 2069.
- Although attempts were made to restore the organisation, the hardcore members reformed under the name the Guild.
- Piil and Truen are sons of the last SOFRAM leader, both born in 2057. Piil is a genius who wishes to make the Earth pay for his father's death while Truen hopes to revive the Guild.
- After years of silence, Piil and Truen attempted to destroy Earth with a neutron bomb in 2087 but were stopped by Colonel Steve Zodiac.
- The Hood was born to the Kyrano family of Kota Bharu in Malaysia in 2031. His father was unknown.
- The Hood learnt the arts of disguise, espionage and murder in SOFRAM but already had skills in hypnotism and ESP.
- He joined the Guild in 2079 and stayed with them for two years before escaping with the group's money and founding a voodoo cult in the Malaysian jungle where he worked freelance.
- The Hood was suspected of starting a nuclear explosion in Australia in 2087 at the urging of the United Asiatic Republic but has not been seen or heard of since his attempt to sabotage the second Zero X Mars mission.

- This story was a crossover with Fireball XL5, Stingray, Thunderbirds and Captain Scarlet and the Mysterons.

- It is known that Captain Black started the Mysteron War in 2087 when he opened fire on the Mysteron City in a moment of panic while he commanded the third Zero X mission. (PROSE: 'Jinx Ship' Blasts Off For Mars)
- According to World Police sources, with the death of Count Lugosti, the Barracuda moved up to first place in the Galactic Assassins League. (COMIC: Zodiac Makes An Arrest)
