The Shadow Proclamation was, according to the Tenth Doctor, the "Outer Space Police". (TV: The Stolen Earth) It was a treaty (PROSE: Doctor Who: The Encyclopedia [+]Loading...["Doctor Who: The Encyclopedia (2007 reference book)"]) or Federation between various interplanetary races and empires, based upon mutually accepted rules and treaties. Their responsibilities included upholding Galactic Law, (COMIC: The Great Rain Robbery) although their jurisdiction may have been broader as they once planned to declare war "right across the universe" in response to the theft of twenty seven planets. (TV: The Stolen Earth) In his third, (AUDIO: Damascus) ninth, (TV: Rose) tenth, (TV: Fear Her) eleventh, (TV: The Eleventh Hour) and fourteenth incarnations, (TV: The Star Beast [+]Loading...["The Star Beast (TV story)"]) the Doctor called miscreants to account for themselves according to its dictates. By one historical account, the Shadow Proclamation arose as a means of policing and regulating the many empires and interstellar dominions that arose in Mutter's Spiral. While some races refused to recognise or sign up to its mandates, the Shadow Proclamation went on to have considerable influence. (PROSE: The Whoniverse) The Proclamation had nearly forty thousand worlds under their jurisdiction. The Doctor maintained a frosty relationship with the Shadow Proclamation, the Time Lord viewing law a fragile concept while the Proclamation themselves viewed the Doctor as a reminder of the time when the Time Lords had dictated law in the universe. When Bubastion was tricked into murdering an innocent man in ancient Egypt, he was sealed in the body of a cat for failing to protect humanity, as per the Shadow Proclamation.
