Godmother Quelch was a member of Faction Paradox.
Quelch presided over the bonding of Cousin Dysgenia's shadow-weapon. Dysgenia wanted a wind-up torch, but Quelch thought that was ridiculous and Dysgenia was given a weapon that looked like a long stick with a looped hook on the end. (PROSE: A Story of the Peace)
She was killed by Lolita when Lolita swallowed the Eleven-Day Empire. (AUDIO: The Shadow Play)
