History

The Second Doctor was given psychic paper while employed as an agent by the Time Lords' covert organisation, the Celestial Intervention Agency, which had developed the technology. He and the Time Lady Serena used it to attend the Duchess of Richmond's ball to keep an eye on the Duke of Wellington. (PROSE: World Game)

Just prior to Earth Death in the year 5,000,000,000, the Ninth Doctor used his psychic paper to pass himself off as a guest, under the name "the Doctor", with Rose Tyler as his "plus one" to the steward of Platform One. (TV: The End of the World)

Aboard Satellite Five in the year 200,000, the Doctor used psychic paper to pass himself off as being from management to Suki Macrae Cantrell and Cathica Santini Khadeni. (TV: The Long Game)

Searching for a Chula ambulance which crashed to London in 1941, the Doctor used his psychic paper to pose as a Doctor John Smith from the Ministry of Asteroids. (TV: The Empty Child)

In 5,000,000,023, the Tenth Doctor received a message on the psychic paper instructing him to come to Ward 26 of the New New York Hospital. As he discovered, the message was sent by the Face of Boe. (TV: New Earth)

In 1879, the Doctor used the psychic paper to identify himself to Queen Victoria as Doctor James McCrimmon from the township of Balamory, with a doctorate from the University of Edinburgh, trained by Doctor Joseph Bell. In Pete's World in 2007, the Doctor used the psychic paper to pass himself and Rose off as staff for Jackie Tyler's 40th birthday party. (TV: Rise of the Cybermen)

In 1953, the Doctor used the psychic paper to enter Eddie Connolly's household, claiming to represent "Queen and Country". Later, he used the paper to get past a security guard, finding that was identified as the King of Belgium. (TV: The Idiot's Lantern)

In 2012, the Doctor used the psychic paper to pass himself and Rose off as police officers to Tom's dad. (TV: Fear Her)

Within Torchwood Tower, Rose Tyler took the Doctor's psychic paper from his coat pocket within the TARDIS. Though she successfully used the paper to bypass the door leading to the sphere chamber, she failed to pass it off as Torchwood Institute authorisation to Doctor Rajesh Singh, who saw the paper as blank due to his basic psychic training. In 1599, the Doctor attempted to use the psychic paper to pass himself and Martha Jones off as "Sir Doctor of TARDIS" and "Miss Martha Jones" to William Shakespeare, only for Shakespeare to see it as blank, proving his genius to the Doctor. (TV: The Shakespeare Code)

Having been given the psychic paper by the Doctor, Martha used it to pass herself Frank and Tallulah off as "two engineers and an architect" as they navigated through the Empire State Building. (TV: Evolution of the Daleks)

By handing the psychic paper to Constantine Ethelred Gurney, who saw it as blank, and promptly taking it back, the Doctor was able to tell that that Gurney was not the governor of prison planet Volag-Noc as he claimed but a released prisoner convicted of larceny, blackmail and fraud. Within Adipose Industries, the Doctor used his psychic paper to get past a guard, passing himself off as Health and Safety officer John Smith. (TV: Partners in Crime)

In Pompeii in 79 AD, the Doctor used the psychic paper to pass himself off as an inspector for the Caecilius household. (TV: The Fires of Pompeii)

The Doctor used the psychic paper to pass himself off as an acquaintance to Lady Clemency Eddison, allowing him and Donna Noble to join her party. While investigating a murder at Eddison Manor, he used the paper to identify himself as "Chief Inspector Smith from Scotland Yard, accompanied by "Miss Noble". (TV: The Unicorn and the Wasp)

The Doctor was summoned to the Library in the 51st century through a message sent to the psychic paper by River Song, though he did not know her at this point. (TV: Silence in the Library)

In Leadworth, the newly regenerated Eleventh Doctor's psychic paper displayed a message from the Atraxi, alerting him to the escape of Prisoner Zero. In Venice in 1580, the Doctor used the psychic paper to pass himself, Amy Pond and Rory Williams to an inspector as His Holiness, a Viscountess and her eunuch respectively. Later, Amy and Rory used psychic paper with references from His Majesty the King of Sweden to enter Rosanna Calvierri's school. Entering 79A Aickman Road as the lodger of Craig Owens, the Doctor used the psychic paper to show Craig what appeared to be his National Insurance number, NHS number as well as references, including one from the Archbishop of Canterbury. (TV: The Lodger)

Claiming to be babysitter to the young Kazran Sardick, the Doctor provided the psychic paper as proof that he was "universally recognised as a mature and responsible adult." However, Kazran saw the paper as "a lot of wavy lines", which the Doctor took as the paper shorting out as result of a "lie too big". (TV: A Christmas Carol)

At St John's Monastery in the 22nd century, the Doctor used psychic paper to identify himself to Miranda Cleaves as being sent from the Meteorological Department. (TV: The Rebel Flesh)

The Doctor was summoned to the home of George by a message to the psychic paper which read "please save me from the monsters". Ostensibly a human child, George was found by the Doctor to be a Tenza. (TV: Night Terrors)

During the Year of the Slow Invasion, Kate Stewart of UNIT had the Doctor summoned to the Tower of London by sending a message to his psychic paper, a feat which impressed him. (TV: The Power of Three)
