Ollistra (The Side of the Angels)

One incarnation of Cardinal Ollistra was a high-ranking Time Lord. Through her life, she had some encounters with the Doctor, both in his seventh and eighth incarnations.

Biography

Capturing the Eleven

After the Eleven opened the Dark Universe, she conversed with Ace about what to do with the Eleven and decided to invade Gallifrey. She was one of the last Time Lords alive and was the most senior after Romana II and her high council were the first to be destroyed by the Eleven's plans. She helped to then trap the Eleven and gloated slightly when the universe was restored. (AUDIO: Dark Universe)

Opposing Padrac

With Gallifrey being taken over by Cardinal Padrac, Cardinal Ollistra sent Veklin and Volstrom to spy on him and learn of his plans whilst also recruiting his opposition on the High Council. Ollistra and the opposition councillors formed the Planning Council in New York City, starting to build an Enclave with the help of the Monk and the Weeping Angels to survive the end of the universe. Ollistra showed the city to the Eighth Doctor and was admonished by him for it, although she continued to believe that it was the right thing to do. When the Sonomancer caused a power cut for the benefit of the Angels, Ollistra and the Doctor returned to the planning office where the Eleven pushed her from the roof. Witnessed by Veklin, she regenerated into a new incarnation and said that "Gallifrey must stand". (AUDIO: The Side of the Angels)

Restored from the Matrix

During the Time War, this incarnation of Ollistra was retrieved as a Matrix projection. Limited to the Capitol, (AUDIO: The Passenger) she served in Gallifrey's War Room whilst her successor incarnation was off-world. (AUDIO: The Last Days of Freme)

When the Time Lord ship Cassandia came under attack by Daleks seeking its TARDISes, Ollistra and the General quickly dispatched the dreadnought Gorgon to totally destroy the vessel. (AUDIO: The Passenger)

After President Rassilon assigned Leela to the War Room, Ollistra had her fitted with a compliance collar and sent her to a mission to destroy Freme with the General and Veklin. The General contacted her throughout the mission and she and him later reported its outcome to Rassilon. (AUDIO: The Last Days of Freme)

When a survivor of the Candassia, Cato Kelgroth, arrived on Gallifrey in a Dalek ship, Ollistra clashed with Cardinal Rasmus over the handling of him. Ollistra and the General planned to present him as a hero based on his memories of the Candassia however he tricked Lady Vibax into detonating a weapon he'd planted on the Dalek ship, as revenge for Ollistra and the General's actions. Furious, Ollistra discreetly reported the incident as an accident to Rassilon and had all record and memory of Cato erased. (AUDIO: The Passenger)

Ollistra had Bandar dispatched to erase the Norvis galaxy with an Oubliette device after projections showed the Daleks would create a hew line of Special Weapons Daleks there. When his TARDIS was lost and a single planet from the erased galaxy inexplicably reappeared she sent Rasmus, Veklin and Leela to investigate before a Dalek fleet could claim the planet. Ollistra directed the General to investigate the reappearance of Phaidon. When he requested support to help the Warpwrights there fight off the Daleks, she refused and ordered him back to Gallifrey. (AUDIO: The First Days of Phaidon)

After Rasmus proposed an alliance with Orrison to secure half of their bolt to enhance stasers, (AUDIO: Collaborators) Ollistra sought to claim the credit for herself by ordering the contingency plan to take all the bolt by force was enacted regardless of the outcome. (AUDIO: Ambition’s Debt) The invasion went awry due to Leela having inspired the planet’s ruler, Prince Ferdi, to stand up for his people during her negotiations with him. Afterwards the General defended Leela’s actions to Ollistra and Rasmus, (AUDIO: Collaborators) however Ollistra had her confined to the Capitol for her disobedience.

When a distress signal was received from Alpha Cognosco, Ollistra ordered Veklin to accompany the General and Rasmus after they volunteered to investigate. (AUDIO: Remnants)

Ollistra interrogated Helico after his demonstration of a Matrix transfer device before the War Council was disrupted by an attacker shooting him. Under her torture he confessed the attacker was his sister and they were working together to defect to the resistance, however the plan had gone awry, so Ollistra decided to test the transfer device’s data drain feature on his biodata, killing both siblings. Rasmus began to move against Ollistra in light of this, believing she’d gone too far. (AUDIO: Transference)

Knowing Dalek-occupied Orrison needed destroying, Ollistra schemed for the rest of the War Council to own the inevitably disastrous assault. She provoked Rasmus and the General into seizing control of the operation by deliberately leaking a strategy which would kill thousands of Time Lords. As they planned their own strategy, Ollistra remained calm and told the furious Veklin not to interfere however she disobeyed and went with Leela and Rasmus on their mission to lower Orrison’s shields timed precisely to allow TARDISes to invade. Ollistra colluded with her cousin Clementia to alter the timing of their arrival via her Matrix slice, meaning the moment of the shields’ deactivation destroyed hundreds of TARDISes, wiping out Orrison. Veklin hurried to inform her what had happened, so Ollistra revealed she’d planned it and was well aware of their use of Resistance intelligence. As the survivors regrouped in the War Room, Ollistra used their responsibility for the disaster to order them to obey her again, for fear of her telling the President the truth.
