Valyes

Valyestriantriluma, Valyes for short, was a Lord Cardinal of Gallifrey who was chosen by the High Council as acting Chancellor. He replaced Braxiatel, who had been appointed to the position only days earlier. (AUDIO: Insurgency)
By some accounts, he was the Time Lord messenger who spoke to the Fourth Doctor on Skaro. (AUDIO: Ascension, Damned If You Don't [+]Loading...["Damned If You Don't (audio story)"])
Biography[[edit]]
Valyes attended the Time Lord Academy with the First Doctor. In year fifty, the Doctor fed a snapping wart fowl to his summer project. He held a grudge against the Doctor after that. (AUDIO: The Next Life [+]Loading...["The Next Life (audio story)"])
Valyes served as Lord High Returning Officer to the High Council (AUDIO: Mindbomb [+]Loading...["Mindbomb (audio story)"]) and continued performing his duties after being appointed Chancellor, (AUDIO: Damned If You Do [+]Loading...["Damned If You Do (audio story)"]) following Irving Braxiatel's exile. (AUDIO: Pandora [+]Loading...["Pandora (audio story)"]) Narvin believed that this was an unusual appointment given that Valyes did not support President Romana and reasoned that it might have been so that Romana could keep an eye on him. (AUDIO: Damned If You Do [+]Loading...["Damned If You Do (audio story)"]) In fact, he had been appointed by the High Council and Romana felt obligated to accept following the scandal around Braxiatel. As Chancellor, Valyes was responsible for the Academy despite his opposition to Romana’s recent reform to allow aliens to attend it, though he publicly committed to continue his predecessor’s work. (AUDIO: Insurgency [+]Loading...["Insurgency (audio story)"])
He contacted Narvin when a group of alien students disappeared into the catacombs, leaving it to him to rescue them. (AUDIO: Damned If You Do [+]Loading...["Damned If You Do (audio story)"]) Romana's Academy experiment fell apart under his stewardship as he revoked many of the privileges given off-worlders by his predecessor, (AUDIO: Insurgency [+]Loading...["Insurgency (audio story)"]) and explosions killed numerous students, prompting the rest to be evacuated or taken into protective custody. (AUDIO: Imperiatrix [+]Loading...["Imperiatrix (audio story)"])
During the Gallifreyan Civil War, Valyes sided with the Imperiatrix Pandora and Inquisitor Prime Darkel. He advised Pandora on tactics on how to proceed in the war. He worked out that Romana was visiting an old vidcast presenter Gerber to create propaganda and got Darkel to visit him. (AUDIO: Fractures [+]Loading...["Fractures (audio story)"]) He stayed as close as possible to Pandora to help and advise her. (AUDIO: Warfare [+]Loading...["Warfare (audio story)"]) Following Pandora's defeat by Romana and Leela, he assumed the acting Presidency as the next highest ranking Time Lord. He explained his collaboration with Pandora as trying to bring her rule down from within her own circle. Valyes restored the High Council dismissed by Romana when she declared herself Imperiatrix and they called for a new Presidential election. As there was no Vice President, he made Lord Matthias his Lord Cardinal with special security responsibilities. He resigned as Acting Lord President due to the machinations of Darkel, whom he attempted to name as his successor. Romana disputed the legality of his actions as she was still technically President. Matthias also claimed that as acting Chancellor he was Valyes' rightful successor. (AUDIO: Appropriation [+]Loading...["Appropriation (audio story)"])
During the election, Valyes was the Lord High Returning Officer - another office he had acquired over the years - but his moment of glory was cut short by the return of Braxiatel, who claimed the Presidency for himself and named Lord Cardinal Matthias as his successor. (AUDIO: Mindbomb [+]Loading...["Mindbomb (audio story)"]) Valyes then served as Lord Chancellor to Lord President Matthias. He suggested chucking Pandora's weapon's arsenal at the Sontarans or the Daleks. (AUDIO: Panacea [+]Loading...["Panacea (audio story)"])
Valyes was present on Gallifrey when the Daleks invaded. In an attempt to defeat them, Narvin sent Valyes in disguise to give the Doctor a mission to avert the creation of the Daleks. (AUDIO: Ascension [+]Loading...["Ascension (Gallifrey audio story)"]) By other accounts, the Time Lord messenger on Skaro who sent the Fourth Doctor on this mission was not Valyes. (TV: Genesis of the Daleks [+]Loading...["Genesis of the Daleks (TV story)"], PROSE: Lungbarrow [+]Loading...["Lungbarrow (novel)"], et al.)
When the Time War began, Valyes confronted Narvin and blamed him for instigating the conflict with his mission. (AUDIO: Damned If You Don't [+]Loading...["Damned If You Don't (audio story)"])
Alternate timeline[[edit]]
In an alternate timeline in which Rassilon failed to finish the Eye of Harmony before his death, Valyes was a low ranking member of the Chancellery Guard. (AUDIO: Forever) He later became an outcast, joining Leela and the freed slaves, who became known as Outsiders. (AUDIO: Emancipation)
Personality[[edit]]
Valyes was a member of the old guard on Gallifrey. He was very old fashioned and opposed to change. He proved easily manipulated by those more clever than he, especially Darkel. He was also extremely obsequious. Valyes seemed to be a born politician who would use the law to suit his own purpose. However, he had more faith in his ability than others did, and this faith was misplaced. (AUDIO: Lies, Appropriation, Mindbomb)
