Norman Ormsby
Sir Norman Ormsby was a member of the Civil Service.

In the 1970s, Ormsby, representing the British government, met with Brigadier Alistair Gordon Lethbridge-Stewart to voice his disapproval at the Doctor's work at UNIT. He went to the laboratory to confront the Doctor, only to witness the end of a test of the Doctor's new "Time-shrinker" drug.
Ormsby was intrigued by the drug's ability to grant superhuman speed and stole it. While running around London, he quickly grew power-mad and considered robbing the Bank of England, the Crown Jewels or the National Gallery, taking up residence in Windsor Castle or Buckingham Palace, or coercing a country into obeying him by taking control of the nuclear weapons.
However, Ormsby neglected to listen to the Doctor's warning about the drug's side effects. He began to age to almost 200 years in a matter of minutes, but also experienced extremely high levels of friction. He began to burn up and eventually exploded in a fireball outside a small village as if he was a meteor. (PROSE: The One Second Hour)
