The Governors were a system of authority installed at Coal Hill Academy by EverUpwardReach Ltd. The Governors held personal fact-files on individuals at Coal Hill, including one on Charlie Smith, referenced as file 091072. They were aware of Charlie and Miss Quill's origins on Rhodia and of their relationships with other individuals, including the Doctor and his relationship with UNIT. The "new" Governors were installed at Coal Hill Academy by EverUpwardReach Ltd around the time of the spring 2016 renovations of the school grounds. (TV: Brave-ish Heart)
Shortly after the start of the autumn term, the Governors built a robot to masquerade as an Ofsted inspector named Paul Smith, in order to evaluate Miss Quill's class. Miss Quill discovered their label in the robot's wreckage after it was destroyed by a skin-peeling dragon. She was intrigued as to who exactly the Governors were.
