Daniel Merrell was the Prime Minister of the United Kingdom on an alternate Earth. He was elected in 1994. The Star Chamber had information about him that allowed them to manipulate Merrell whenever they wanted. When there was a severe increase in terrorist activity in 2003, they made him declare martial law to bring the country back under control. (PROSE: The Domino Effect)
