Lowri was a Time Lady who became Castellan following the death of her predecessor, Jerricho during the Death Zone incident. (TV: The Five Doctors) She welcomed the Fifth Doctor when he was dragged back to Gallifrey. She got angry when the Doctor announced policies without informing her. She later conferred Tegan Jovanka as Earth Ambassador to Gallifrey. She didn't like Time Travel. In his last act as Lord President of Gallifrey, the Doctor appointed her as his successor. When the Fifth Doctor evaded the Time Lord's calls for help regarding Abby and Zara, Lowri, who had regenerated and was still president, used the Vortex Manipulator to interrupt the Doctor's travels and meet Leela. (AUDIO: The Garden of Storms)
