Make-up designers are the heads of the make-up department. The credit has really only been used on Doctor Who since the beginning of the BBC Wales era; classic-era designer Sylvia James has said that the reason they weren't called "designers" during the 1963 version of the show was because that term was reserved for the (production) design department.
