The Chair of the Governors was the head of the governing body at Coal Hill Academy. With the rest of the Governors, he worked for the Weeping Angels in preparation for the Arrival. (TV: The Lost)

Following the death of Frank Armitage, he was responsible for establishing one of his assets, Dorothea Ames, as head teacher of Coal Hill. (TV: Co-Owner of a Lonely Heart) As leading Governor, he oversaw her headship and was the figurehead behind the operation to remove the arn from Miss Quill's head. When Dorothea Ames was deemed no longer useful, the governing circle followed him in turning their backs, allowing a lone angel to kill her. (TV: The Lost)
