The Liberator was an audio story pitched by Zoltán Déry to BBV Productions as an entry in their ultimately short-lived K9-focused series, Adventures in a Pocket Universe. It was never produced, but led to Déry being commissioned for an unrelated Audio Adventures in Time & Space script, The Green Man. (REF: Downtime – The Lost Years of Doctor Who)
