Doctor Who - The Animated Series was a pitch created by I.N.J. Culbard in 2002.
Culbard met with the script editor of the animation unit of BBC Bristol. When he asked if they were open to pitches regarding Doctor Who, he was told it was a "no go, animated or otherwise", and he never got to present the pitch.
Culbard wrote a season outline and story ideas. The pilot was intended to be a two parter, with the the second episode featuring Sea Devils in 1960s Brighton. In the pitch, the Doctor and the Master regenerated together into one body and had a "dark secret".[1]
