Boots were a sturdy item of footwear covering the foot and ankle, and sometimes also the lower leg, they provided more protection for a wearer's feet than a shoe.
The Thirteenth Doctor wore laced-up boots that were good for running, (TV: The Woman Who Fell to Earth, COMIC: A New Beginning, et al.) but sometimes wished for Wellington boots instead. (TV: The Battle of Ranskoor Av Kolos)
