On 28 July, exactly 30 years after the N-Form incident, UNIT closed and archived Quadrant27787. At this time, Gabriel Tyler was still in a vegetative state, Jacob Tyler was living a comfortable life in retirement, and Sally Hunt was in a private nursing facility. Following several periods of activity elsewhere after the destruction of the Torchwood Hub in 2009 and the Miracle Day phenomenon in 2011, (TV: Torchwood: Children of Earth, Torchwood: Miracle Day) Torchwood returned to Cardiff in order to deal with temporary holes in space time which brought through new alien phenomena to the city. They weren't sure if this was a sign of the Cardiff Space-Time Rift reopening or simply the position in Cardiff being vulnerable.
At this point, Gwen Cooper, who dealt with most of these incursions with assistance from PC Andy Davidson while her husband looked after their daughter, approached Roger Pugh, Planning Officer for Cardiff City Council, in order to establish a new Torchwood Cardiff facility which would replace the long-gone Hub. Heather was killed by the puddle after she was designated as its "pilot", but not before she had promised not to leave Bill. The puddle continued to stalk Bill first to her flat, and then back to the university where the Twelfth Doctor was alerted to its danger. He, Bill and Nardole checked the security of the Vault before leaving in the TARDIS to evade it. The trio went to Australia where the puddle continued to follow them to, before the Doctor resorted to travel to a different planet in the far future. After this the trio returned to the university where Bill agreed to travel with him as his companion. (TV: The Pilot)

Sometime later, whilst guarding the Vault, the Doctor received an email from a simulation of himself, warning him of an incoming invasion by the Monks. The Doctor asked Missy for help through the doors of the Vault, also admitting he was blind. (TV: Extremis)
Invasion of the Monks
After receiving the email and detailing the events of it to Nardole the Doctor was kidnapped whilst aboard the TARDIS onto Boat One, to act as President of Earth, in a war zone in Turmezistan where a pyramid had appeared overnight on a border dispute between the Russians, the Chinese, and the Americans. The Monks, who were inside the pyramid, initiated the Doomsday Clock to countdown to the destruction of all life on Earth. The Monks offered to save the human race from this destruction. After the secretary general of the United Nations was murdered after consenting out of fear, the leaders of the three armies all consented to the Monks, however they consented out of strategy and were also killed. Meanwhile, the Doctor and Nardole found the reason for the Doomsday Clock moving forward in time in Agrofuel Research Operations in Yorkshire where one of the scientists had accidentally released an enzyme that would destroy all life on Earth. The Doctor blew up the enzyme, however he could not open a lock to escape the explosion without his sight which led to Bill, consenting to the Monks out of love, giving them control of the planet. After they took control of the planet they almost immediately changed history so that they were present from before humanity's first steps to the present day. Even changing historical events such as the first moon landing so that the Monks were there to greet the astronauts. Also, the Doctor was held captive on an old prison ship, often hosting broadcasts that presented the 'true' history. During this time Bill struggled to remember a time before the Monks, everyday reminding herself that her adventures with the Doctor did happen. As a result to his exposure to the enzyme Nardole was bedridden for six weeks before starting to track down the Doctor. Secretly, the Doctor was one by one training members of the Truth Police to realise that the Monks version of events were not real, persuading them to work towards overthrowing them during this time. Some of these individuals included Dave, Alan, and Richard. Nardole was aware of this plan but the Doctor waited to act until Bill was back at his side. (TV: The Lie of the Land)
