During the beginning of the Last Great Time War, Lady Livia Caralis (Livia for short) was Lady President, up until Rassilon's resurrection. He subsequently appointed her Prime Minister of Gallifrey, which she served as, despite harbouring doubts about his regime, until her apparent death during a Dalek attack on Gallifrey.

Biography

Before the outbreak of the Last Great Time War, Livia had recently undergone a regeneration, following an assassination. She had to negotiate between Trave and Romana II to facilitate a sharing of information between them. When refugees from Phaidon asked for sanctuary, she sent Trave, Leela and a member of the High Council to inspect their ship just in case there were Daleks on board. Following this act, she declared the start of the Time War. She knew about Project Revenant and the War Council's plan to resurrect dead Time Lords. Narvin contacted her after the War Master's transmission about his death. He told her to give him some leniency, and maybe that they should use the Master's death as a morale boost. A Castellan informed her of Narvin's unauthorised Matrix access under a CIA war preparation legislation. Narvin told her that the Master had tricked him to steal the Anti-Genesis Codes. She observed the changes in the Timelines around Dalek victories and the Time War changing. She experienced foreshocks on Gallifrey's changing timelines. She saw Lamarius mutate infront of her as a taunt by the Master to both her and Narvin. She later attended a parlance between the Unbound Master and the Dalek Time Strategist around the imminent Temporal Shockwave. Due to the Master's extermination of the Fourth Doctor, Sarah Jane Smith and Harry Sullivan she didn't know of the Doctor. She realised that Narvin was the reason the shockwave was happening. In yet another attempt by the Master to stop thing she was killed by Lamarius and she named him her successor. (AUDIO: Shockwave [+]Loading...["Shockwave (TWM audio story)"])

Once the shockwaves stabilised, Narvin, Livia and Crazlus were the only survivors of Gallifrey. She told the Master that she despised what he had done and hoped for a better future. Livia and Trave planned to resurrect the Matrix Rassilon to lead the Time Lords through the Time War. To do this, Livia resigned from office. She asked Romana and Narvin if there was a technicality that would help her retain her reputation. She named Valerian as her successor, but he was challenged by Romana. When Valerian won the election, she had Karla use Project Revenant to resurrect Rassilon in Valerian's body. After Rassilon's resurrection, she was appointed to the new office of Prime Minister, but was not considered to be a part of Rassilon's inner circle. She agreed with Trave and Romana to propose the formation of an advisory board to counter the influence of Rassilon's sycophants. (AUDIO: Havoc [+]Loading...["Havoc (audio story)","Havoc"]) She began to fear that she had made a mistake in bringing back Rassilon, and secretly informed Romana of his plans for Ysalus. Romana asked her for the plans around Ysalus after the time freeze and told her about Rassilon's plan to destroy it. She introduced a speech of Rassilon. Narvin later asked her if she planned to evacuate the populace. (AUDIO: Collateral [+]Loading...["Collateral (audio story)","Collateral"])

Romana criticised her for not being able to choose which side of the fence she was on. When Narvin refused to help Romana assassinate Rassilon, Livia offered her assistance in her plot. She allowed the Sicari to enter the Presidential office, hoping that they would kill Rassilon. Although he survived, he unexpectedly approved of her attempt on his life, and she gained his favour. Livia continued to serve as Prime Minister, though continued to have doubts about Rassilon especially after a speech in which he called for the “extermination” of the resistance. She had a double agent of Yakob in the resistance ranks, and used to pass information both ways. (AUDIO: Deception [+]Loading...["Deception (audio story)","Deception"]) When the Dalek Emperor led a saucer over Gallifrey itself armed with null zone technology, Rassilon conscripted Livia and Mantus to lead a counterattack aboard a Battle TARDIS. They discovered it had been pre-programmed to go directly to the saucer, but were saved from the suicidal attack by Narvin who intercepted them with the resistance’s TARDIS. He took them aboard the saucer to stop the Daleks, finding Romana and Leela, however Livia was wounded by a Dalek blast. She and Narvin decided to move the resistance TARDIS to the null zone power source to detonate it. They were aboard the TARDIS when it exploded, causing the saucer to break apart.
