The Master's Dalek Plan was one of several titles that the Spy Master used for his plot to steal the Doctor's identity by forcing the Thirteenth Doctor to regenerate into him. This involved an alliance with the Daleks and the Cybermen, where they in return would have their greatest enemy erased and be able to conquer Earth. Operation Divide and Conquer, a collaboration between the Master and the Daleks, (TV: Frontier in Space) was recorded in the Masterplan Journal left behind by Missy under "the Master's Dalek Plan". (PROSE: The Secret Diary of the Master)
After saving the universe from the Flux, the Thirteenth Doctor was confronted by Time, who warned her that her time was "heading to its end" and to beware of the forces which massed against her and their Master. The plan[[edit] | edit source]
Following his creation of the CyberMasters and his confrontation with the Thirteenth Doctor on Gallifrey, the Master escaped the destruction caused by the death particle alongside his army of CyberMasters. (TV: The Timeless Children [+]Loading...["The Timeless Children (TV story)"])
Some time after his escape, the Master sought to sully the Doctor's title throughout the universe by hijacking her body and wreaking havoc in her name. To achieve this, he enlisted the help of a clone he had created of Ashad to lead an army of Cyber-Warriors, as well as the help of his CyberMasters and the Resurrected Dalek Empire, winning their support by promising to remove their common enemy. In 1916, the Master took Grigori Rasputin's place in history and hypnotised Tsar Nicholas II into allowing him to use the Winter Palace for his operations. He set up a pair of connected regeneration chambers stolen from Gallifrey, which would be powered by a beam of energy from a cyber-conversion planet constructed by the Cybermen using the power of a Qurunx. Meanwhile, in 2022, the Daleks would set up bases beneath volcanoes across Earth to wreak devastation, while the Cybermen used the cyber-conversion planet to convert the population.
In order to get the Doctor's attention, the Master vandalised many famous paintings across the world with depictions of himself as Rasputin, and held a conference on seismology with several seismologists he had shrunken down with the Tissue Compression Eliminator. A Dalek traitor was also utilised, (TV: The Power of the Doctor [+]Loading...["The Power of the Doctor (TV story)"]) who believed that the Daleks had lost their way from their original mission of preserving the Kaled race, being themselves no longer Kaleds. (TV: Genesis of the Daleks [+]Loading...["Genesis of the Daleks (TV story)"]) The traitor sent a message to the Doctor, asking to meet at one of the Dalek bases, unknowingly luring her into a trap. The traitor was exterminated by the Daleks, and the Doctor was placed inside its casing to be transported to the Winter Palace. Forced regeneration[[edit] | edit source]
Using the power of the Qurunx, the Master ultimately succeeded in forcing the Thirteenth Doctor into the chambers and triggering her forced regeneration. Both the Doctor and the Master were submerged in regeneration energy, with the Doctor changing between forms as the Master's body fell motionless in the other chamber, his mind hijacking the weakened forced incarnation.
Following the forced regeneration, the Doctor's new body had the Spy Master's appearance, and with his mind firmly in control the forced incarnation also had the Master's personality, essentially causing the new body to be controlled by the Master himself. Having stolen not only the Doctor's body but also her name, the Master forced Yasmin Khan to be his companion by threatening her with the Tissue Compression Eliminator. Using the Doctor's TARDIS, he began to cause conflicts and destruction in the Doctor's name.
I'm going to make the Doctor a byword for fear, pain and destruction, so when people hear that name in future, they quake in fear.
From a moon, he watched two planets destroy each other as a result of his plots, and he called out to a visiting hover camera that "I am the Doctor. And I caused this." However, Yaz pushed him out of the TARDIS and fled. He remained on the planet, playing a slow tune on the Doctor's recorder.
Yaz eventually returned, feigning regret for abandoning him. Together they travelled back to the Winter Palace, where he gave the orders for the Daleks and Cybermen to begin their invasion of Earth. (TV: The Power of the Doctor [+]Loading...["The Power of the Doctor (TV story)"])
Reversal[[edit] | edit source]
While the Master's plan was being carried out in the Doctor's new body, the Thirteenth Doctor remained in their mind, refusing to complete the regeneration. Her refusal to change manifested itself as the Guardians of the Edge at the Edge of Existence, who explained to her that they had stopped her from passing the Edge, which would "let the Master permanently hijack [their] existence". With their encouragement, the Doctor realised that the newly regenerated body was still unstable, especially as it was forced, and could potentially be undone.
The Doctor's AI hologram picked up on this and devised a plan. The Holo-Doctor assisted the Doctor's former companions, including Tegan Jovanka, Ace and Graham O'Brien, to thwart the CyberMasters' and Daleks' invasion plans. Tegan was able to rescue Kate Stewart and sabotaged the cyber-conversion unit's power source, electrocuting Ashad and his forces, while Graham and Ace blew up the Daleks' base, destroying the Dalek forces on Earth. Taking the form of the Fugitive Doctor, the hologram tricked the Cyber-Masters into firing on each other, temporarily destroying them. Finally, Yaz and Inston-Vee Vinder cornered the new "Doctor" and forced him back into the chamber, using the CyberMasters' regeneration energy to cause a "forced degeneration" that reversed the process, bringing back the Thirteenth Doctor and forcing the Master back into his body. As a result, the Master's body began to fail due to the strain his body experienced in supplanting himself into the Doctor's body, and he teleported back to his TARDIS.
After rescuing Graham and Ace from the destruction of the Daleks' base, the Doctor and her companions traveled back to 1916 where the Doctor repaired Vinder's ship, allowing him to return home and, by linking the two TARDISes together, transported the cyber-conversion planet to 2022. The Doctor was able to use the planet's energies to freeze the erupting volcanos into solid steel. The Doctor then released the Qurunx, asking it to destroy the cyber-conversion planet before it left. (TV: The Power of the Doctor [+]Loading...["The Power of the Doctor (TV story)"])
Aftermath[[edit] | edit source]
Despite the reversal of the regeneration, however, the Master declared that if "[he] couldn't be the Doctor, then neither could [she]" and redirected the Qurunx's destructive beam in her direction, fatally wounding her and triggering her final regeneration.
After returning Yaz home, the Doctor travelled alone to a cliff overlooking the sea, where she could watch the sunrise one last time. After saying her farewells, she regenerated into the Fourteenth Doctor who, much to his shock, realised his resemblance to the Tenth Doctor. The Fourteenth Doctor later learned from the Toymaker that he had found the Master, who was dying and begged for his life with one final game which he lost, with the Toymaker sealing the Master "for all eternity" inside his gold tooth. This gold tooth was set free when the Toymaker was defeated by the bigenerated Fourteenth and Fifteenth Doctors, and claimed by a hand as the laughter of the Spy Master amongst former incarnations emanated from it. Behind the scenes[[edit] | edit source]
- The Master's Dalek Plan is a pun based upon the First Doctor story titled The Daleks' Master Plan. This pun had previously been used for the Big Finish War Master audio story of the same name, which sees the War Master manipulating Dalek history.
- Through this forced regeneration, Sacha Dhawan is the first actor to have portrayed both the Master and the Doctor within the same story.
- As this forced incarnation came directly after the Thirteenth Doctor, Sacha Dhawan technically portrayed a possible version of the Fourteenth Doctor, although the Thirteenth Doctor's conversation with the Guardians of the Edge also makes clear that the Doctor's actual next regeneration (as played by David Tennant) was supposed to be a separate individual, and with the Guardians and the Thirteenth Doctor not considering the forced incarnation as the next incarnation, this would make the incarnation played by Tennant the actual next incarnation of the Doctor.
