Civil War was a short story printed in TV Century 21 that contained elements from the Doctor Who universe. Framed as the front page of an in-universe periodical, the titular article instead made reference to the Fireball XL5 comic story Astra's Final Battle, a part of a multi-series crossover with the DWU.

- The Astran space fleet has surrounded the capital city of Astra in a showdown with their new Kaplan.
- Investigators of the World Space Patrol established that the new Kaplan was the brains behind the assassination and informed the Kapt of the Astran fleet. Once told, the Kapt ordered his men to surround the city and call for the arrest of the Kaplan but he refused to surrender.
- The capital city is burning as warheads cause explosions that are ripping buildings apart. Dusk is approaching as the fleet moves in on the ruins.
- The new Kaplan was the 611th individual to hold the position.
- Senator Marasel of France has made a bitter attack on W.A.S.P. in the World Senate, pouring scorn on Stingray's "Ghost Hunting" mission at Tracking Station 17. He stated "While the sea lanes of the world are threatened by underwater creatures, Shore and his boys are gaily galavanting around some island looking for ghosts".
- Adrinnikof of Russia defended Stingray with the debate adjourned until tomorrow.
