Miranda's father the Emperor was a Time Lord, one of the last survivors of a catastrophe that ravaged Gallifrey, (PROSE: Father Time) and, in fact, as the Eighth Doctor realised when he and Marnal had a vision of the "four surviving elementals" in which they saw a new-born baby girl in the Doctor's arms as he sat on an ornate throne, a future version of the Doctor himself.
