The Cyber-Empire, (COMIC: The Bidding War, AUDIO: Last of the Cybermen) also known as the Cyber Empire, (COMIC: The Cyber Empire) or Cyberman Empire, (PROSE: Doctor Who and the Cybermen. COMIC: Deathworld, COMIC: Assimilation²) was the interstellar empire of the Cybermen, (COMIC: Junk-Yard Demon) described by Captain Jack Harkness as an "empire of evil". The Second Doctor, John and Gillian encountered the Cyber Empire when it was led by a caped Cyber-Controller. By the Controller's demand, CyberMondans in Cyber-Hover-Craft kidnapped thousands of Earthmen to build a CyberCity in the Controller's honour. (COMIC: The Cyber Empire)

Reeling from its defeat at the hands of the Ninth Doctor in March 2005, the post-Time War Nestene Consciousness considered allying with the "mighty empires" of the Cybermen and the Daleks in order to rid the universe of the Doctor, (PROSE: Revenge of the Nestene) a prospect which would be realised with the Pandorica Alliance in the Total Collapse Event Incident. On 15 October 2070, Cybermen from Telos attempted to destroy the Earth in order to eliminate humanity, whom they saw as a potential threat to the Cyberman Empire, as thus gaining retribution for the destruction of Mondas. A Cyber-Controller who crossed into the 24th century of the Federation universe planned to build a new Cyberman Empire using the resources of the Borg Collective, only to be defeated by the Eleventh Doctor and the crew of the USS Enterprise-D. (COMIC: Assimilation²)
Cybernaut Zogron was considered by one Cyberman to be one of the pioneers of the Cybermen's interstellar empire. (COMIC: Junk-Yard Demon) Ice Warriors once encountered Cybermen of the Cyber-Empire on Yama-10. (COMIC: Deathworld) The Cybermen of Telos were part of the Cyber-Empire during the Great Cyber War. At the time of the Cybermen's defeat, the Super Controller was linked to every piece of technology in the Cyber-Empire. (AUDIO: Last of the Cybermen)
Commmanded by the Cyber-Controller and a Cyber-Leader, the Neomorph Cyber-Empire was based out of Cyber-Command on New Mondas and expanded through a number of fleets, including the Seventh Cyber-Fleet. As that fleet was converting a group of humans into new Cybermen, the fleet was suddenly attached by Silver Dalek drones, which wiped out the fleet's Cyber-Leader and its subordinates before turning their attention to the conversion chambers. The new Cybermen were completed by the Daleks but installed with Oblivion Continuums and sent to New Mondas as bombs. As the capital exploded, a Dalek proclaimed the Cyber-Empire had fallen to the Dalek Empire. (COMIC: Cyber Crisis)
To the Ninth Doctor's recollection, the Cyber-Empire annexed Malleon in the early 54th century, in either the 5300s or 5310s. (COMIC: The Bidding War)

Originally human, Ashad willingly joined the Cyber-Empire. (TV: Ascension of the Cybermen) As observed by Captain Jack Harkness, the Cyber-Empire was ultimately reduced to "ruins", having finally been "brought down to nothing". However, the risk of the Cybermen returning remained. In the 21st century, Jack told Graham O'Brien, Yasmin Khan and Ryan Sinclair that the Alliance sent something back through time and space to defeat the Cybermen as he gave the companions a warning for the Thirteenth Doctor regarding the Lone Cyberman and the Empire. (TV: Fugitive of the Judoon) However, while the Cyber-Empire had been defeated in the Great Cyber-Wars of the far future, humanity was brought to the brink of extinction as well, hunted by the few surviving Cybermen. After retrieving the Cyberium from 1816, (TV: The Haunting of Villa Diodati) Ashad, the Lone Cyberman, plotted to restore the Cyber-Empire using an army of hundreds of thousands of Cyber-Warriors aboard a Cybercarrier recovered from the remains of a battlefield from the war with the intention of upgrading the Cybermen to be fully robotic and then unleashing the death particle to wipe out all organic life in the universe. Allying himself with the Spy Master, Ashad was ultimately betrayed and killed by the Master to take the Cyberium for himself. Ashad's plot was subsequently foiled when the Doctor, her companions and the human survivors of the Cyber-Wars destroyed the carrier with explosives, taking with it the entire Cyber-Army onboard. The Master's plot to forge a new race of CyberMasters was thwarted when Ko Sharmus sacrificed himself to detonate the death particle on Gallifrey, wiping out all organic life on the planet, presumably including the Master and his army. In an alternate timeline, Rassilon granted the Cybermen the means to conquer all of time and space, allowing the Cybermen to forge an empire that dominated all of history. Several key events in this Cyber-Empire's history led to its success, including the Cyber-Silurians of prehistoric Earth developing a fleet of Cyber-Arks to seed N-Space with Cyber-Technology before humanity began to evolve, (COMIC: Supremacy of the Cybermen) and the Cybermen's conquest of Skaro and erasure of the Daleks from existence, (COMIC: Prologue: The Fifth Doctor) which resulted in the Cybermen fighting the Time Lords in the Last Great Time War. (COMIC: Prologue: The War Doctor)
In particular, by the 24th century, the Cybus Cybermen had established an intergalactic empire that upgraded whole planets en masse and ruled almost all of Sontar's galaxy of origin, save Sontar itself, which the Cyber-Empire successfully conquered and utilised as a mobilised Mondasian cloning world to create an infinite legion of Cybermen. These victories had partially occurred because the Doctor's various incarnations were defeated by the Cybermen during their conquests across history. Ultimately, however, this Cyber-Empire was erased from existence, along with the timeline that it originated from, when the Twelfth Doctor allied with a betrayed Rassilon to regenerate the universe through the Eye of Harmony on Gallifrey and the Cyberiad's dominance throughout all of history. Alternate universes[[edit] | [edit source]]
The Cybermen of the Cyber-Mainframe, who were speculated by the N-Space Kate Stewart to originate from neither her universe nor "Pete's World", (AUDIO: Code Silver) used dimension bridge technology and the process of dimension seeding to established a Cyber-Empire with varying sizes of footholds in numerous parallel universes and alternate timelines, as a result of the Cyber-Mainframe's mission to upgrade the entire multiverse. (AUDIO: Master of Worlds) This Cyber-Empire also occupied 48% of its universe of origin; the Cyber-Controller of Hive Section 49 predicted, based on the Mainframe's data, that it would take 7849 years to achieve full control of this reality. However, there were some universes that the Cyber-Empire of the Cyber-Mainframe failed to begin expanding into, including universes where humanity ultimately defeated the Cybermen, universes where the Cybermen failed to secure a foothold, and universes where they were destroyed by solar radiation.
