Gary Russell was a historian who helmed the effort to translate the fragments of the Scrolls of Gallifrey inexplicably found in a churchyard in Berkshire. (PROSE: The Legacy of Gallifrey) He was the author of the book Divided Loyalties, which was published by BBC Books in 1999.
Divided Loyalties by one "G. Russell" was one of few resources available to Dr Olivia Kagg Waldermein in 2323 that depicted "Archonhood as a coveted rank rather than a birthright and innate essence." However, she stated that the book contained some "blatant oversights", including uncritically accepting a senior Lesser Time Elemental's claim that they were a Great Old One and recording two nicknames of the same Elemental as separate Elementals. She further criticised Russell's "documented naïveté" and that many of his works were "based on the uncritical reading of a "perfidious" Elemental historian. This Gary Russell is ostensibly named for the real-life author of the short story The Legacy of Gallifrey and Divided Loyalties.
An in-universe Gary Russell was also be mentioned in a brief skit created on 28 January 2018 by David and Georgia Tennant, reprising their Doctor Who roles as a gift to the real-life Russell, with Georgia later posting the skit on Twitter. The scene had the Tenth Doctor reveal to Jenny that Gary Russell was a fixed point in time, leading him to panic when he realised that Russell had vanished from Cardiff; however, the Doctor's fears that the Cardiff Space-Time Rift is involved then prove unfounded, as Russell, just like his real-life counterpart on the occasion when he was gifted the skit, was simply going on holiday to Australia.[1]
