The CyberMasters were a race of Cybermen created by the Spy Master from the corpses of the Time Lords who had been on Gallifrey when he destroyed the Capitol, claiming them all to have been "born" from the Doctor.

The threat of the CyberMasters was not yet over, however. According to a wanted poster put out by one of UNIT's allies, the "current status" of the Cybermen and their fight to convert the universe included the CyberMasters, who had joined standard Cyber-Warriors in formations; under the current Order of Battle, CyberMasters served alongside warriors in battalions and thus increased the gathered group's effectiveness.
