Johannes Rausch was a German immigrant to England.
He had a degree in metallurgy at the University of Vienna. He was a prisoner of war at the Eden Camp in Yorkshire, staying behind after the war to marry an English girl. In 1957, the Celestial Intervention Agency operative Louis told him that he had a job offer, which was collecting data. Luis then returned, in 2007 to collect his body. He was placed in a cell with the Seventh Doctor. He noticed the noise around the room. Melanie Bush found him when she was looking for the Doctor. Klyst wanted to experiment on him. Her experiments worked and the Block Transfer Computation graft worked. (AUDIO: Unregenerate!)
