Doctor Who Universe
Dated
December
Before New Year's Eve
*30/31 December - The Doctor lands in San Francisco and is caught in a gangland shooting. As the result of exploratory heart surgery meant to save him, he regenerates into his eighth incarnation, and prevents the Master from using the Eye of Harmony to destroy Earth. (DW: Doctor Who (1996))
On 12 May, Adelaide Brooke was born. (TV: The Waters of Mars (TV story))
*During the above period, natural phenomenon are reported in the San Francisco Bay area, including unusual tides, flood warnings. Meanwhile, snow is reported in Hawaii. Scientists link this to fluctuations in Earth's gravitational pull that occur only once every 1,000 years (though the real reason involves The Master opening the Eye of Harmony). (DW: Doctor Who (1996))
*31 - The Doctor and Mel crash a party hosted by the Auton Alisha Hammersmith, and defeat another invasion by the Nestene Consciousness. (DWM: Plastic Millenium)
*31 - To ring in the new year, the Institute for Technological Advancement & Research in San Francisco establishes San Francisco Mean Time by unveiling the world's most accurate atomic clock. The Eighth Doctor and Grace Holloway crash (and disrupt) the party in order to obtain components needed to defeat the Master. The Master causes the death of Grace Holloway and Chang Lee, but they are soon brought back to life by the Doctor. Later, just before the clock strikes midnight, Grace declines an invitation to travel with the Doctor. (DW: Doctor Who (1996))
*31 - The Doctor also comes and stops the millenium bug (probably with a little help from his sixth incarnation) just as the New Year arrives. (PDA: Millennium Shock)
*31 - While Jack Harkness fights a "Millennium Bug", Alex Hopkins kills the rest of his Torchwood 3 team, then kills himself after Jack returns, just as the New Year arrives.(TW: Fragments)
:As a result, Jack took over Torchwood 3.
*Late December - The Doctor saves Earth from Saraquazel, a being from after the universe and his servant, Ashley Chapel (MA: Millennial Rites)

Behind the Scenes
In June, Rosa Parks received a Congressional Medal from President Clinton. According to the Thirteenth Doctor, this recognised her as a living icon for freedom. (TV: Rosa (TV story))
References in the Doctor Who Universe tend to indicate the year 2000 of the start of the millennium, rather than 2001, the technical start of that millennium.

The Big Finish line would prosper over the next decade and help fill the void left by the lack of a television series prior to 2005, and would continue even after the series returned. In 2001, Big Finish will score a coup by launching a long-running series of productions featuring then-current Eighth Doctor, Paul McGann.

While Jack Harkness fought a "Millennium Bug" of his own, Alex Hopkins killed the rest of his Torchwood Three team, then himself after Jack returned, just as the New Year arrived in Cardiff's time zone. Harkness subsequently took over Torchwood Three. (TV: Fragments (TV story)) Alex also spoke to Yvonne Hartman at Torchwood One of his epiphany beforehand on the phone, as he shot the team. There, she met the Eighth Doctor and began travelling with him. (PROSE: Escape Velocity (novel))

With the assistance of Dr. George Strangeways, Iris was able to close the rift, though not before the Panda from the primary universe had been dragged into it. (AUDIO: The Panda Invasion (audio story)) Iris travelled to this date on at least four other occasions and recorded five different diary entries across three different journals from 31 December 1999. Throughout 1999, much concern was raised on Earth over a feared computer glitch known as bug or the Millennium Bug. This had the potential to cause technological havoc as clocks changed from 1999 to 2000 (the "00" in the date being expected to cause problems for many computer systems). New Year's Eve

Several things happened on 31 December.

The Seventh Doctor regenerated into his eighth incarnation after the surgery almost destroyed the regenerative process, leaving the Eighth Doctor suffering from post-regeneration amnesia. The Master took paramedic Bruce Gerhardt as a host and his first action was to murder Bruce's wife after she saw the Master's eyes and screamed.
