It focused on the characters of William Abberton, also known as "Nimrod", and Cassandra Schofield, who both first appeared in the Doctor Who audio story Project: Twilight. It also featured Martin Frith and Edith Crumpton from Project: Lazarus and introduced Lysandra Aristedes, who would become a companion of the Seventh Doctor.

- An unnamed woman is Director of the Forge, back in Whitehall. The Deputy-Director works at the Alpha Facility.
- When he hears the Forge handle alien tech, Private Mark Bradley asks if it's "like UNIT". (The Forge personnel react with amusement, looking down on UNIT as "more philanthropic")
- Bradley compares the Forge's technology to Professor X.

- Lysandra calls Alpha Facility "the madhouse", as it was once a lunatic asylum; this is a nod to the Forge's origins, a Scott/Wright TV pitch where it was called Bedlam.

- Various flashbacks are shown to AUDIO: Project Twilight, as well as false memories Cassie has of it due to conditioned memories.
- Charles Crichton from TV: The Five Doctors is Deputy-Director of the Forge. In his early days in the British Army, he was friends with William Dalton and Archie Brimmicombe-Wood.
- Major Philip Kirby from UNIT audio AUDIO: The Longest Night appears as a Whitehall special envoy, not yet working as the Prime Minister's Press Secretary.
- ICIS villain Sergeant French (from AUDIO: The Coup) was in the Forge. He's recently been promoted from corporal and transferred to ICIS when the story takes place.
